    Sales: one distinction between Washington and Colorado’s initiatives

One major distinction is that Washington legalizes (and licenses) marijuana production but restricts sales to marijuana-only stores; Colorado is more liberal with sales, allowing non-profit transfers of up to 1 ounce.
